Depois que a situação da economia parecia melhorar, afastando os temores mais apocalípticos produzidos nos últimos meses, depois que a CPI dos Bancos parecia rumar por um caminho menos espalhafatoso e mais conseqüente, o presidente aparece envolvido em telefonemas comprometedores e mais uma crise se superpõe à outra, paralisando tudo.
Confirma-se, também nesse episódio, uma “coincidência” que vem se repetindo desde antes mesmo do início do primeiro mandato com a eclosão da crise do México, em dezembro de 1994, que obrigou a mudança do rumo que havia sido traçado para a economia. Sempre aparece uma crise, seja externa ou interna, para impedir que o governo decole.
Fernando Henrique Cardoso já conquistou seu lugar na história do Brasil como o presidente que provou ao país ser possível viver numa economia estável. Esse mérito ninguém lhe tira. Mesmo que a inflação, por algum azar do destino, mostrasse de novo sua cara, a população, porque já provou durante mais de cinco anos os grandes benefícios de sua ausência, só manteria no poder pelo voto o dirigente que estivesse comprometido com a manutenção da estabilidade monetária.
Mas, justamente por ter logrado esse feito notável, as expectativas em relação ao presidente eram e são maiores. Logo após a estabilização, precisamos, muito, de retomar o desenvolvimento econômico seguro. Precisamos de rumos consistentes, de empregos, de saúde, de educação, de um futuro de país em que acreditar. E isso, o presidente não consegue garantir. Enrosca-se em crise após crise e se vê cada vez mais paralisado em meio à complicada rede de interesses que deixou armar-se à sua volta.
A inércia do governo chega ao cúmulo, nesse início de segundo mandato, de deixar que se deflagre a disputa sucessória com pelos menos três anos de antecedência. Toda essa história de grampos telefônicos veio à tona porque o PSDB assumiu a presidência da comissão da Reforma Tributária e começou a ganhar a atenção da mídia; Antônio Carlos Magalhães, para não deixar o PFL e sua própria candidatura para atrás, criou a CPI do Judiciário; o PMDB não perdeu tempo e criou a CPI dos Bancos; o PSDB contra-atacou com a eleição de Luiz Carlos Mendonça de Barros para a sua vice-presidência de economia. Mendonça de Barros, como é de seu feitio, meteu logo a boca no trombone, atacando a política econômica do governo e o ministro Malan, apoiado pelo PFL. Resultado: como Mendonça tinha o rabo preso em algumas fitas cassete, despejaram o resto da coleção em cima dele e respingou no presidente. É muita trama para pouco governo. Ou melhor, é o pouco governo que permite a muita trama.
Os grandes temas nacionais ficam a reboque da disputa sucessória e de todo tipo de deformação informativa, a ponto de se comparar Fernando Henrique com Fernando Collor e se disseminar de forma subliminar que “todo político calça 40.” Trata-se de uma generalização grosseira e inconseqüente que só faz desservir à democracia no país.
Como o Brasil é paradoxal, é possível até que a economia continue convalescendo e melhorando, apesar de todo este tiroteio. Mas ficará faltando a segunda fase, a do desenvolvimento, se o presidente não encontrar um atalho em meio ao cipoal para tomar as rédeas do governo e fazer o que todos ainda têm o direito de esperar do seu governo: garantir a estabilidade e recolocar o país num rumo de esperança.
A história não se adia e não é justo com o país um governo paralisado, que não decola.

ans Handgelenk gebracht, die sie für den Einsatz
unter Wasser noch besser rüstet. Taucher kennen das Phänomen – mit zunehmendem Druck verringert sich der Handgelenksumfang, die Uhr sitzt lose und
befindet sich schon bald neben anderen der Zifferblattseite
unten oder stört beim Hantieren. Die handelsüblichen ausklappbaren Verlängerungen von Schließen schaffen es also lediglich, den hierbei Taucheranzug gewachsenen Handgelenksumfang zu
kompensieren (und manchmal noch gerade eben das), sind aber nicht darauf vorbereitet, auf wechselnde Zustände zu reagieren. Das umgekehrte Phänomen tritt notabene beim Auftauchen auf: der exemplarisch verwendete Neoprenanzug dehnt sich wieder aus,
die Uhr sitzt wieder fester. Neben anderen der derzeit überzeugendste Lösungen: Die
überarbeitete Tudor Pelagos beispielsweise verfügt nicht nur über eine integrierte
Verlängerung, sondern auch über eine gefederte Schließe.
Und wer doch lieber mit einem Kautschukband taucht,
findet im Lieferumfang auch gleich das passende Band mit einem
großzügig dimensionierten Zwischenstück (inklusive Falten) für den Trockentauchanzug.
Die Steuerberatergenossenschaft DATEV empfiehlt dazu,
man Grund genug haben darüber zuvor beim zuständigen Finanzamt erkundigen. Damit stellt man nicht
nur das Finanzamt zufrieden, sondern sichert auch seine Ansprüche auf Gewährleistung.
Ungeachtet alledem gilt für Handwerkerrechnungen eine
Aufbewahrungsfrist von zwei Jahren sowie von fünf Jahren für Belege von Bauleistungen am Eigenheim.
Wenn der Absender etwa über sein Fakturaprogramm eine elektronische PDF-Rechnung
qualifiziert signiert, errechnet die Software übers gesamte Dokument einen Hashwert und kodiert diesen hiermit privaten Schlüssel des Absenders.
Dieser Schlüssel ist bspw. auf einem USB-Stick gespeichert und speziell für
den Absender zugänglich, wenn er beim Signieren im Rechner
eingesteckt ist. Das Zertifikat enthält Verweise auf seinen Herausgeber, den vom Herausgeber beglaubigten Namen und den öffentlichen Schlüssel des Absenders.
Stimmen beide Werte überein, kann man auf die Unversehrtheit der Rechnung vertrauen. Außerdem kann der Adobe Reader durch Online-Anfrage beim Herausgeber eine Auskunft über Echtheit und Gültigkeit des
Zertifikats einholen, das sogenannte OCSP (Online Certificate Status Protocol).
Öffnet der Empfänger die erhaltene Rechnung etwa im
Adobe Reader, errechnet dieser den Hashwert des Dokuments und dekodiert
übern öffentlichen Schlüssel des Absenders den mitgelieferten Hash.
Dieses Protokoll ist auch bei wiederkehrenden Rechnungen desselben Gläubigers jedes Mal nochmal
